200년 전에 멸종했다던 전설의 동물인 늑대. 하지만 늑대는 때때로 인간의 모습으로 자신들을 감춘 채 살아가고 있었다.
그런 가운데 늑대들만의 세계, 이른바 '낙원'을 갈망하던 늑대 소년 키바는 멸망해가는 세계 속에서 다른 늑대들인 츠메, 히게, 토보에와 함께 낙원을 찾기 위한 여행을 시작하게 된다.
